Green Belt and grey belt land wanted in the West Midlands
Looking to sell Green Belt and grey belt land near the West Midlands? We assess every site on its merits and explain the options in plain English.
Green Belt land is not automatically ruled out for housing in England. Land that qualifies as grey belt, or previously developed land within the Green Belt, can be considered under national policy, subject to the Golden Rules on affordable housing and infrastructure.

What Green Belt and grey belt land we want near the West Midlands
The West Midlands county is a dense conurbation of Birmingham, Wolverhampton, Coventry, Solihull, Walsall, Dudley and the Black Country towns. Green Belt surrounds and separates parts of the conurbation, including the Meriden Gap between Birmingham and Coventry, so most housing comes from previously developed land: former industrial and canal-side sites, yards, garage courts and town centres. Grey belt and small fringe sites around Sutton Coldfield, Solihull and Aldridge can also come forward.
- Previously developed land in the Green Belt, such as yards, nurseries or old buildings
- Green Belt land on the edge of towns that is already enclosed by development
- Sites with a defensible boundary such as a road or railway
- Land with or without earlier promotion
Metro tram extensions, the High Speed 2 stations at Curzon Street and Interchange, and suburban rail lines are a focus for higher-density homes. Former industrial land often needs contamination and ground investigation, and the Black Country's mining and limestone legacy means ground stability checks are common.
What usually makes or breaks it
Golden Rules
Major housing on released or grey belt land must meet affordable housing and infrastructure requirements.
Local plan reviews
Councils may release Green Belt through their plans; promotion can matter.
Protected areas
Other designations, such as protected landscapes, still apply.
In England, the revised National Planning Policy Framework published on 17 August 2026 replaced the old "tilted balance" with new settlement policies: development within a settlement should normally be approved unless the harm substantially outweighs the benefits, while land outside a settlement can gain support in defined circumstances.
The Planning and Infrastructure Act 2025 introduced Environmental Delivery Plans and a Nature Restoration Levy in England, which over time may offer an alternative to site-by-site mitigation for some environmental issues.
Parts of the West Midlands are Green Belt, though not every town has any nearby. We check early whether a site is inside it and, if so, whether a grey belt or previously developed land case could apply.

As the West Midlands is in England, national policy comes from the National Planning Policy Framework, revised in August 2026. Local policies in the council's development plan also apply.
