Allocated and promoted land wanted in Blackburn
We are actively looking for allocated and promoted land in Blackburn and the surrounding area, with or without planning permission.
Land that has been allocated or put forward to the council is often the most advanced land a private owner holds. We look at the allocation policy, the evidence the council expects and the route to an application.

What allocated and promoted land we want near Blackburn
If your land near Blackburn appears in the council's plan or its site assessments, send us the reference; it changes the conversation. Sitting about 9 miles east of Preston, Blackburn is within Lancashire, with Darwen and Accrington close by.
- Sites submitted to a call for sites (England) or candidate site register (Wales)
- Sites where the current promoter's agreement has ended
- Parts of larger allocations owned separately
- Land in a neighbourhood plan allocation
Lancashire includes Preston, Blackburn, Burnley, Blackpool and Lancaster alongside the Fylde coast resorts, the East Lancashire mill towns and many rural villages. Green Belt covers much of the south and east, between the Merseyside and Greater Manchester conurbations, and smaller areas around Blackpool and Lancaster. Former mill and industrial land, edge-of-town fields and village infill are the usual sources of housing land, with grey belt now relevant on parts of the urban fringe.
Before we make an offer in Blackburn
Plan stage
An adopted allocation carries more weight than a draft one or a call-for-sites submission.
Existing agreements
Land may already be under option or promotion; we check for exclusivity.
Shared allocations
Where several owners hold one allocation, collaboration and equalisation matter.
National policy in England now recognises "medium development" of 10 to 49 homes on sites up to 2.5 hectares, and asks councils to allocate at least 10% of their housing on sites of one hectare or less and a further 10% on sites of one to 2.5 hectares.
We are based in Great Barr, Birmingham, around 86 miles from Blackburn, and we travel to see sites across England and Wales.

Your questions answered
My land is in a call for sites. Does that mean it will be allocated?
No. A submission only means the council will assess it. Good technical evidence and a clear access plan improve the chances.
Is there an equivalent of a call for sites in Wales?
Yes. Welsh councils run candidate site stages when preparing or reviewing their Local Development Plans.
Can an agent introduce land in Blackburn to you?
Yes. Estate agents, land agents and planning consultants can introduce sites with the owner's consent. Any fee is agreed in writing before details are shared, confirmed by the owner in writing and paid only on completion.
Do I need to pay anything to have land in Blackburn assessed?
No. Our appraisal is free and there is no obligation to sell to us.
